Job Duties

  • Management of the Disbursement and Payroll Unit

  • Processing and payment of Agency expenses relating to HFA, SONYMA, AHC, MBBA, and TSFC.

  • Reviewing invoice receipts prepared by staff for bill payment

  • Work with IT on necessary developments to and maintenance of the payroll and disbursement systems

  • Provide support in administrative budget development and review of budget expense reports

  • Approval of the monthly general ledger close of the disbursement company

  • Supervision of payroll processing for three individual Agency payrolls

  • Supervision of the travel module

  • Preparation of prompt payment, procurement, and financing reports for the board and legislators

  • Preparation of budget compliance reports and the tracking of the Agencies administrative budget compared to actual expenses

  • Manage the implementation of any new budget/payroll functions

  • Review of randomly selected invoices to ensure quality control

  • Supervise payroll tax compliance and 1099 statement preparation

  • Support all internal and external audits relating to A/P

  • Assist units with shopping cart submission. The shopping cart is the new “coding”/cost assignment of expenditure and approval workflow. All units must be trained on how to create a shopping cart and undergo knowledge transfer of how to appropriately code submissions.

  • Successful candidates must demonstrate ability to pay attention to detail, multi-task, prioritize, and have strong oral, written, communication, analytical, computer, and management skills

  • Budget Availability Controls –manage budget availability and transfers among the units

  • Manage reconciliation of Union and MC salary and healthcare changes; coordinate activities with HR and IT departments.


Required Qualifications :


  • Accounting degree preferred

  • Accounts Payable experience sufficient to take on this function (5+ yrs. related experience in A/P preferred)

  • Strong understanding of Generally Accepted Accounting Principles (GAAP)

  • Demonstrated ability to manage accounting functions and supervise personnel

  • SAP experience a strong plus
