Job Description :

Job Description/Responsibilities include:





    • Manage and calculate labor rates for professional service contracts; reporting for personal service contract activities

    • Maintain a summary control log of financial statements received from the Contract Negotiators to calculate multipliers

    • Maintain individual file by consultant to retain correspondence and documentation of approved multipliers

    • Prepare, analyze and finalize multiplier rate(s) for applicable labor associated with the various types of professional service contracts

    • Assist in the development of a formalized internal guideline to list and describe all expenses that are either allowed or disallowed from the calculation of a multiplier

    • Assist in the development of a worksheet template listing all possible expenses reported by the multitude of consultants and sub-consultants 

    • Assist in the development of a document listing all frequently asked questions (FAQs) from the consultants and their sub-consultants along with responses 

    • Assist in the creation of a database to store all historical multipliers by product/service as submitted during the bid & award process via the worksheet template

    • Analyze and recommend improvements to policies, procedures, processes, and systems

    • Participate in senior management meetings on issues relating to the financial functions

    • Provide customer service to other departments and external parties regarding financials

    • Complete special projects assigned by the Director and other senior staff of the Unit

    • For Personal Service Contracts reporting: prepare daily, weekly, and monthly contract activity reports utilized by Contract Administration Management to monitor and control the timely execution of contracts

    • Perform other duties as assigned




Required Qualifications :

Bachelor’s degree and 5 to 10 years’ experience in finance and accounting, 4 of which must be managerial or supervisory. Familiarity and ability to understand financial statements, income tax returns and related financial information/schedules; ability to prepare and conduct comparative analysis; strong organizational skills is critical; detail-oriented; strong analytical skills; ability to communicate well is critical; proficiency and fluency in Microsoft Excel, especially with Excel formulas/functions; familiarity with data query/data management tools; ability to comply with deadlines.
