Job Summary:


 


The General Counsel serves on The Agency's Executive Team, which is composed of the agency’s highest-ranking officers, with overall responsibility for consistent achievement of Agency's mission as well as management and oversight of the organization. The responsibility of the General Counsel is to lead corporate strategic and tactical legal initiatives. The General Counsel provides senior management with effective advice on program and operations strategies and their implementation, manages the legal function, obtains and oversees the work of outside counsel, and in-house counsel staff.


 


 


Responsibilities will include but are not limited to:


 


• Participating in the definition and development of corporate policies, procedures and programs and provides continuing counsel and guidance on legal matters and on legal implications of all matters.


 


• Serving as chief legal advisor.


 


• Assessing the merits of litigation filed against or on behalf of the GOSR, working with the appropriate executive(s) to define a strategic defense, case strategies, and approves the settlement of disputes where warranted.


 


• Ensuring that The Agency conducts its business in compliance with applicable laws and regulations.


 


 


• Structuring and managing Agency's internal legal function and staff.


 


• Selecting, managing, and evaluating the work of outside counsel.


 


 


 


 


• Advising on legal aspects of the Agency's current and future business structures, financing and legal entities.


 


Qualifications:


 


• Law degree and admitted to practice in New York State required. Minimum of 15 years of experience, with at least 10 years of litigation or regulatory experience, with significant experience in a leadership/supervisory capacity.


 


• Ability to communicate effectively with a variety of contacts, including outside attorneys, senior management, business associates, elected officials, and the public.


 


• Experience working on matters of corporate governance and with a board of directors is preferred.


 


• Experience working in or on behalf of government entities is preferred.


 


• Knowledge of federal Community Development Block Grants and related regulatory requirements preferred


 


• Experience managing other attorneys and supervising support staff in a corporation or legal environment is required as well as experience with cost effective management of outside legal resources.
