Job Description :
Penda Aiken, Inc. seeks a part-time research program manager to aid the agency in research and analysis for the Community Development Block Grant Disaster Recovery (CDBGDR) program for New York State. The program manager will create, assist in, and manage the development and management of research efforts, both internally driven and with external partners, focused on the impacts of Hurricanes Sandy and Irene and Tropical Storm Lee on New York State to drive decision-making throughout. Reporting to the Director of the Research and Strategic Analysis team, he or she is accountable the development of research proposals, plans and schedules. He or she may also periodically coordinate internal research efforts that assists the agency in building a body of knowledge about the impacts of similar disasters and disaster recovery programs throughout the United States. 


Responsibilities include but are not limited to:

• Project management of the research products to be created by the Research and Strategic Analysis and Policy teams including working with the team to set an agenda of research, conception of a final product and managing the timeline of deliverables for the team 

• Work with our programs to develop relevant research questions, collect applicable data and oversee the creation of reports with a detailed understanding of program policies and impacts 

• Aid the Director in coordinating with academics and other researchers to develop a series of white papers and studies that describe the impact of Hurricanes Sandy and Irene and Tropical Storm Lee on New York State; describe the progress of Statewide recovery from these weather disasters; and describe the impact of activities on State residents and businesses. 

• Coordinate with communications team in the presentation of data to the public. 

• Communicate project status and risks, and manage risks with stakeholders 

• Coordinate and work closely with staff and stakeholders 

• Provide support to the Director and Assistant Directors of Research and Strategic Analysis 
Required Qualifications :
• Bachelor’s degree required 

• A minimum of 2 years in an analytic, research or policy role 

• Demonstrated experience with qualitative and quantitative research designs and statistical analysis techniques 

• Excellent oral, written, and quantitative skills 

• Exceptional problem-solving abilities 

• Ability to synthesize information quickly and clearly 

• Exceptional ability to use data to make decisions 

• Expertise in the use of Microsoft Office products, specifically Excel and Access 

• Experience with data and statistical packages such as R, SQL, Stata, SAS, or SPSS is preferred • Experience with ArcGIS software 

• Ability to work in a flexible, fast paced, mission driven environment 

• Master’s candidates or graduates in public administration, economics, finance, business, or a related field preferred
